A bustling city, with opportunities for everyone<\/em><\/p>\n

Brussels must be a city of opportunity for everyone, a city where it is easy to do business and where stable, quality employment can be found at the same time. By investing in people and their skills, we strengthen their opportunities and self-worth, while simultaneously stimulating the economy.<\/p>\n

 <\/p>\n

What does Vooruit.brussels want?<\/h2>\n

Despite the great prosperity that Brussels generates, high unemployment remains a stubborn challenge, and we are failing to provide sufficient prospects for stable and quality employment for all. At the same time, a growing number of vacancies remain unfilled due to a lack of suitable candidates. This is the so-called Brussels paradox.<\/p>\n

The complexity of Brussels hinders an effective response to this paradox. Too many policy levels where everyone has authority, but no one truly bears final responsibility. Actiris, for instance, has more than 170 partners for training and support. This leads to a tangle of initiatives that get in each other's way. The result? On the one hand, Brussels residents become lost and discouraged in this labyrinth, and on the other, it's easy to hide within it.
\nThe diagnosis and the solutions are known; the problem lies with the execution. Policy must be much simpler, with a decisive government that can take the reins.<\/p>\n

 <\/p>\n

Simple and powerful governance<\/h2>\n
    \n
  • Actiris works with over 170 partners for training and guidance. 170! An overarching vision is lacking or carries too little weight. We are increasing Actiris's leverage and strengthening its steering role at local and regional levels, particularly also regarding training provision. All partners must sign up to a broad strategy developed by Actiris.<\/li>\n
  • Faster and more selective guidance of jobseekers. Actiris wants to do everything, but this leads to a lack of focus and impact. A large proportion of jobseekers find their own way in the labour market. Freeing up capacity for core tasks. Not a guarantee for everyone, but a guarantee for those who need it most.<\/li>\n<\/ul>\n

    Investing in training<\/h2>\n
      \n
    • Brussels has a skills problem. The OECD (Organisation for Economic Co-operation and Development) has rightly indicated that we need to double the number of training opportunities in the region. By investing in people's skills, we restore their self-esteem while simultaneously stimulating the economy. An activation that offers opportunities.<\/li>\n
    • In no other OECD-examined country is employment policy separated from training policy, except in Brussels. Actiris's steering role over training provision must be strengthened. Useless and excessive training courses must be scrapped in favour of courses that focus on the current and future needs of the labour market. Those who undertake training for a sector with a labour shortage can receive a premium or an allowance on their benefit.<\/li>\n
    • Getting a foreign qualification recognised or equated is very difficult in Brussels, particularly within the French Community. This is a waste of talent. 43% of all jobseekers registered with Actiris have obtained qualifications abroad. These qualifications are not recognised here. We are making clear agreements with the communities to ensure this process is free of charge, simpler and faster, following a standardised procedure. Fast-track procedures are needed for shortage occupations.<\/li>\n
    • We want a stronger focus on language acquisition. The fact is that a great many jobs require bilingualism and often English itself, but the vast majority of Brussels job seekers do not have it. Studies show that employment opportunities increase enormously with knowledge of the second national language.<\/li>\n<\/ul>\n

      Stimulating entrepreneurship and the economy<\/h2>\n
        \n
      • We want to get rid of the multitude of municipal taxes and levies for businesses and the self-employed (office tax, use of public road, advertising, etc.). Competition between municipalities is a race that cannot be won. We are abolishing the non-transparent local taxes for businesses. In their place, we are introducing straightforward regional business taxes that encourage sustainable entrepreneurship, both ecologically and socially. To this end, the region and the municipalities will enter into a fiscal pact.<\/li>\n
      • We want to support the hospitality sector by curbing stranglehold contracts and making the arrangements around threshold money fairer. The relaxed regulations regarding terraces, which we introduced during the Covid crisis, we want to generalise and make sustainable. Furthermore, we are taking steps, such as implementing the \u201cagent of change\u201d principle, to better protect nightlife and the hospitality sector. We are also strong proponents of reducing the tax burden on labour.<\/li>\n
      • A crucial factor that makes cities attractive is the extensive and varied range of shops and services. A decline in these is equivalent to impoverishment. That is why we advocate for the implementation of commercial urban renewal contracts, where HUB, together with retailers, develops strategies and support resources for the commercial development of neighbourhoods.<\/li>\n
      • As a region of knowledge, one-third of the technological start-ups in our country are located in the Brussels-Capital Region. Furthermore, the Region has more students and higher education institutions than any other Belgian city. Therefore, we want to leverage the innovative strengths of our Brussels companies internationally and focus more strongly on creating and supporting innovation ecosystems between government, businesses, and educational institutions. To this end, we want to increase the budget for innovation support to businesses to at least the level of the other regions.<\/li>\n
      • The Small Business Act (SBA), the Region's first \u201cSME plan\u201d, will be continued and strengthened. Extra attention will be paid to measures that enable growth and scaling up.<\/li>\n<\/ul>\n

        Brussels metropolitan<\/h2>\n
          \n
        • More metropolitan policy is needed concerning work, the economy, and mobility. We are mutually highly dependent and de facto form one socio-economic space. Half of the jobs in Brussels are filled by people who do not live in Brussels, while the economy and businesses are interconnected in clusters. In practice, there is interdependence, but politically, there sometimes seems to be a Chinese wall between the regional borders. At the start of each legislative period, political agreements are concluded between the regions, with a limited number of goals and joint projects concerning employment, mobility, and taxation, which they want and can achieve over the next five years.<\/li>\n
        • Interregional mobility is crucial. More people from Brussels need to find work in the surrounding areas, where 56,000 people from Brussels already work. In the coming decades, this region will face a significant wave of ageing, with many people retiring. The demographically younger Brussels-Capital Region must take full advantage of this by more strongly encouraging jobseekers to work in the surrounding municipalities.<\/li>\n
        • Close cooperation between Actiris, VDAB, and FOREM must eventually lead to these services functioning as a single employment agency in the Brussels metropolitan area.<\/li>\n<\/ul>\n

          Combating discrimination<\/h2>\n

          • We are stepping up the fight against discrimination in the labour market. For example, regional labour inspectorates are being expanded and further trained to carry out practical tests and sanction discrimination.<\/li>\n<\/ul>\n
