C'est ce qu'il ressort de r\u00e9ponses r\u00e9centes du gouvernement au Parlement bruxellois. L'objectif du parcours VAE est d'aider plus facilement les demandeurs d'emploi \u00e0 trouver un emploi, mais il est donc \u00e0 peine appliqu\u00e9 au sein des services publics bruxellois. Incompr\u00e9hensible, estime le d\u00e9put\u00e9 Ilyas Mouani (Vooruit.brussels), qui a soulev\u00e9 la question.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"block-85724ba2-11e4-4de1-841c-9705772a28c5\">Les \u2018comp\u00e9tences acquises ant\u00e9rieurement\u2019 ont \u00e9t\u00e9 cr\u00e9\u00e9es pour aider les demandeurs d'emploi sans dipl\u00f4me \u00e0 trouver un emploi sur la base de leur exp\u00e9rience professionnelle, de formations informelles ou d'auto-apprentissage.<strong>.<\/strong>&nbsp;Un syst\u00e8me similaire est celui des cartes d'acc\u00e8s, qui ont \u00e9t\u00e9 introduites pour permettre aux personnes sans dipl\u00f4me d'acc\u00e9der \u00e0 des emplois publics via un test d'admission. Les deux syst\u00e8mes sont importants car ils contribuent \u00e0 la mobilit\u00e9 sociale et \u00e0 l'inclusion professionnelle. \u201cPourtant, nous devons constater que les services publics de la R\u00e9gion de Bruxelles-Capitale utilisent \u00e0 peine ces instruments\u201d, d\u00e9clare Ilyas Mouani (Vooruit.brussels). \u201cPourtant, ils sont tr\u00e8s utiles pour le d\u00e9veloppement des chances. Ce qui compte, c'est la bonne personne (h\/f\/x) au bon endroit, pas seulement ce qu'il y a sur votre dipl\u00f4me.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"block-e3fde901-671c-45ff-b815-105cc9280b2a\"><strong>Syst\u00e8me de pliage<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"block-1c10b389-3c27-461c-814d-644be7efcdae\">Bien que les centres de validation n\u00e9erlandophones et francophones (comme Syntra, Bruxelles Formation, VDAB et CVO Brussel) aient d\u00e9livr\u00e9 7 851 attestations de comp\u00e9tences entre 2020 et 2024, les chiffres montrent que celles-ci conduisent \u00e0 peine \u00e0 des embauches concr\u00e8tes dans les services publics bruxellois. \u201c Bruxelles laisse passer des talents \u201d, poursuit Mouani, \u201c Il est clair que l'on accorde moins d'importance \u00e0 l'exp\u00e9rience professionnelle pertinente et aux comp\u00e9tences pr\u00e9cieuses qu'\u00e0 un dipl\u00f4me. Lorsque pr\u00e8s de 8 000 attestations de comp\u00e9tences m\u00e8nent \u00e0 moins de 30 embauches, on ne peut que constater que ce syst\u00e8me \u00e9choue dans la pratique. \u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"block-5e7f2f15-3866-44b6-9d67-00af5ced12d4\"><em>\u201c Bruxelles laisse passer des talents \u201d, dit&nbsp;<strong>Ilyas Mouani, conseiller bruxellois pour Vooruit.brussels<\/strong>, Il est clair que l'on accorde moins d'importance \u00e0 l'exp\u00e9rience professionnelle pertinente et aux comp\u00e9tences pr\u00e9cieuses qu'\u00e0 un dipl\u00f4me.\u201c&nbsp;<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"block-81ea5a7e-52b9-4dfd-8dd7-c7380ccff465\"><strong>Le foss\u00e9 entre la reconnaissance et l'emploi<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"block-cf1fabc4-d5a7-4395-8ea7-1f4fa8e37195\">Selon les membres du gouvernement comp\u00e9tents, tout cela est d\u00fb \u00e0 l'absence de nouveaux tests de cartes d'entr\u00e9e, \u00e0 un cadre juridique peu clair et au fait que de nouvelles dispositions pour les professions en p\u00e9nurie entreront en vigueur plus tard cette ann\u00e9e. Entre-temps, de nombreuses institutions publiques continuent de recruter par des proc\u00e9dures classiques, dans lesquelles le dipl\u00f4me est au centre. \u201cCes chiffres montrent qu'il existe un foss\u00e9 entre la politique de reconnaissance des comp\u00e9tences et son application au sein du secteur public.
